Programs & Projects


In keeping with its mandate, and with the full endorsement of Caribbean leaders and the Caribbean Diplomatic Corps, NCOCA is aggressively pursuing a number of policy issues on behalf of our communities, both in the U.S. and at home. It should be noted that even though meetings with U.S. Government officials are on specific issues, NCOCA takes every opportunity to provide an overview of the array of problems encountered by Caribbean communities. Some of our recent activities are highlighted below:

  • In meetings with the National Security Council and the State Department, presented a proposal for dealing with “the Banana Problem.”
  • Sustained an educational campaign in support of NAFTA Parity for the Caribbean Region.
  • Through the mechanism of seminars and articles, presented the Caribbean perspectives on “The Consequences of United States Immigration Policy.”
  • Met with members of Congress to present the Caribbean’s perspectives on immigration, health and education issues.
  • Actively supported the American Immigration Lawyers Association’s campaign to reverse the adverse effects of the 1996 immigration laws on immigrant families.
  • Worked with the Congressional Black Caucus to promote CENSUS 2000.
  • Joined with other NGOs in support of U.S. Representative John Conyers’ (D-Mi) “Law Enforcement Trust and Integrity Act of 2000.”
  • Fully supported and provided input into the creation of mechanisms to implement the concept of “Countries without Borders” as advanced by Caribbean leaders.
  • Obtained Observer Status at the Organization of American States (OAS) and participated in the activities of the 32nd and 33rd General Assembly Sessions of the OAS in Barbados and Santiago, Chile, respectively.
  • Proposed to the OAS a program for “Augmenting the Human Capital of the Caribbean and Latin America.”
  • Endorsed and promoted the CARICOM proposal of a “Regional Integrated Fund.”
  • Fully endorsed TransAfrica Forum’s “ONE STANDARD CAMPAIGN” for Haitian refugees and asylum seekers.
  • Planned workshops on “The Special Concerns of Small Economies” within the America Trade and Sustainable Development Forum (ATSDF) at the FTAA Miami Ministerial.
  • Cooperated with the Ralph Bunche Center for International Affairs at Howard University, the United Nations Association of the National Capital Area and TransAfrica Forum, in celebrating the centenary of Dr. Ralph J. Bunche.
